Character formulas for tilting modules over quantum groups at roots of one

This in an overview paper. It explains how the subject of the title is related to the modular representation theory of symmetric groups and describes some of the results in an elementary way, omitting more technical matters. It was written for the conference on current developments in mathematics held november 1997 in Boston.
